INC NEWS - City Annexation: a loophole for Stream Buffer Requirements?

Hello again. There is currently valid citizen concern
regarding the ability of a developer to attempt
annexation by Durham city in order to avoid more
stringent County regulations, particularly with regard
to stream buffer requirements. It seems only
reasonable that rural and suburban county land adhere
to county development requirements. Though these
developments will almost certainly be annexed by the
city for water, trash, sewer, etc., they are still
suburban and even rural in some cases. As such, stream
buffers and other tree-save requirements are
imperative to Jordan Lake water quality as well as the
unique rural character of the Durham suburbs, at
large.
After citizen opposition to 1) rezoning and 2)
development as a 'conservation subdivision' (with
little change from the rezoning plans), Durham
citizens fear that a South Durham development, under
consideration over the last 6 months, may seek
annexation by the city in a last attempt to avoid
confronting environmental concerns/requirements.
So your timely communication with commissioners and
council-people on the Joint City County Planning
Committee is requested.
