Office of Economic and Workforce Development Neighborhood

 STreetScape initiative

 

The Office of Economic and Workforce Development, with the assistance of
Public Works, will facilitate a consultancy process to advance a
streetscape design 

project for each of these Targeted Neighborhood Commercial Areas. This
participatory event would involve a streetscape conceptual designing
exercise to solicit community feedback from Durham residents, North
Carolina Department of Transportation, Duke University, North Carolina
Central University and primary stakeholders. 

The primary goal of this effort is the creation of a streetscape design
in the key commercial districts. This goal must be accomplished with the
input of local residents, businesses, developers and other key
stakeholders. This will allow for stakeholders to have an opportunity to
determine how each corridor can be improved as it relates to aesthetics,
safety and functionality. Proposers should also make every effort to
meet the project objectives as follows:

1.	Development of an attractive, aesthetically vibrant streetscape
design project that would support the development of commercial retail/
mixed used developments. 
2.	Engage community involvement and support to assist them with
preserving the history and cultural identity of the neighborhood.
3.	Advancement of a landscape and urban streetscape design project
that will enliven commercial corridors and street intersections.
4.	Each streetscape design project should be tailored to meet the
needs of each of the targeted communities. 
5.	The streetscape design should encourage pedestrian activity and
interaction

 

Each streetscape design shall determine streetscape improvements along
the following the Office of Economic and Workforce Development Targeted
Neighborhood Commercial :

1.	West Chapel Hill Street between South Buchanan Street and
Maplewood Street
2.	Fayetteville Street between Highway 147 and Homeland Avenue
3.	East Main Street between Hood Street and Alston Street
4.	Angier /Driver Street intersection
5.	North Magnum/Corporation Street intersection.

 

At a minimum, each designed plan shall address the following issues:
traffic signal installation, street lights, pedestrian lights and
traffic calming such as bump outs to help pedestrian crossing,
crosswalks, street furniture, bus stop amenities, placement of
appropriate street trees and other landscape improvements, and
redesigned sidewalks and streets. The conceptual plan shall take into
consideration the historic tradition of business enterprise and
development in the area, and consider the safety of pedestrians by
avoiding designs that foster crime.

A community- driven streetscape design exercise of this nature should
take approximately 8-10 months and would involve at a minimum five
public meeting-events and the preparation of two reports for each of the
Targeted Neighborhood Commercial Areas.

*	1st meeting - Introductory meeting with the  stakeholders and
elected officials February 2008
*	2nd meeting-  Public workshop / community planning February 2008
*	3rd meeting - Public workshop / community planning March 2008
*	Submit draft interim report to City staff and Steering Committee
of conceptual designs  that illustrate the findings of the streetscape
plan, implementation timeline of the streetscape project summarizing
recommendations from the professional engineering firm and  participants
March 2008
*	4th meeting-  Presentation of interim report to the community
April 2008
*	5th  meeting -Submit final conceptual design report to City
Council June 2008
