Introductions – President David Harris opened the meeting. Members
introduced themselves.
Marc Dreyfors of Carolina Biodiesel in Durham -- biodiesel is made from
waste (animal fat, fried food oils, oil seeds such as soybean). The
biodiesel facility in Durham now has a card swipe pumping station and
provides fuel to local companies. The biggest issue is getting feed stock
to make the biodiesel - would be best to be able to pool waste oil from
restaurants. Biologix is looking for a permit to do de-water processing on
restaurant trap grease. If they are approved to have a trap-grease
operation, it will smell during the process. The concern is how much does
it smell and will it affect the neighbors. If it does, there are ways to
address this (the people working at the site don't want it to smell, either.
They offer informational tours for children, classes, or anyone interested.
Colin made a motion expressing the sense of the body supporting the good
work of Carolina Biodiesel. Rosemarie seconded. Passed.
Will Robinson gave an update on the D&L Parts building construction on
Morreene Rd. 1) The Neighborhood Commercial (CN) intent statement in the
UDO defines businesses in this tier as modest scale commercial uses that
compliment residential character. They are convenient (and beneficial) to
pedestrians, and limited to satisfy the needs of a neighborhood. Will says
that D&L will be a wholesale parts distributor, which is not a permitted
use. 2) Defacto rezoning of residential lots - the CN lot will hold the
building, but the adjacent residential lots will be used as the buffer. 3)
Their experience has been one that is anti-neighborhood and pro-development
- the burden of proof is on the neighborhood to prove the development is
harmful. Currently, D&L has decided not to use the building, which is 3/4
built. City says if D&L can figure out who you want to sell to, the city
will determine if it is conformance. As is, the building meets current CN
standards, but their use of it does not.
Mike - INC will be looking into the CN designation and defacto encroachment
into residential, as well as the overall process. We will take it back to
our individual neighborhoods and bring back for discussion.
Historical Marker for Ice Cream Sit-in. They are looking for DOT and
general state recognition.

Other Items
1. Parade will be great! (it was!)
2. DAP - progressing with $5M project - architectural contractor secured.
The biggest hitch is delays stemming from design review issues and the
drought. It must be ready for the 21st annual Blues Festival in Sept.
Minor League wants to have something like a museum near the DAP. Lots of
concepts going around.
3. If 2/3 bond approved, there will be substantial renovation of the
Armory.
4. Minutes from last month were approved as sent out.
5. Treasurer update - Myers and Randy got together and switched the
signature card for the account. Wants to send a reminder on paying dues.
We need an actual budget.
6. Substance Abuse - meeting with legal council for the ABC. Talked
about the process to object to license. It's usually too little too late,
so they will send an email on what to do.
7. Hero awards - Chosen. Need a date. Will announce as soon as it's
defined.
8. Neighborhood Summit - Feb or March - list of sessions was discussed.
9. Neighborhood watch annual meeting - January 21st.
10. Block captain's workshop - January 26th.
11. CERT - Community Emergency Response Team - funding from FEMA -
neighbors take care of their neighborhood until first responders get there.
They need more people. Contact David if you're interested.
12. Colonial Village, Duke Park, and Northgate Park took over the corner of
Roxboro and Club - it was a great success! Over 30 neighbors came out
during the time.
13. On-site preservation of the Garrett Farms Homestead - Preservation
Durham would like preserve the house on-site. The developer would like to
give away the house to allow it to be moved to another site.
