I think this position would be similar to an "ombudsman" position. 
Perhaps if the title were to be "Citizen/Neighborhood Resource Person" 
and their job was to be a liaison between city depts and Durham 
neighborhood assns & citizens it would be workable. I think the word 
"beholden" is a problem in this regard. And channeling city money to 
ngbhds to hire someone seems, ultimately, like a distinction w/out a 
difference--expect that it would burden some neighborhood group (and 
lets not even think about the potential divisions & issues that would 
raise) with payroll, tax, HR, and reporting responsibilities.
