Durham City Manager Promotes Two to Director Positions

 

DURHAM, N.C. - City Manager Tom Bonfield has selected Kevin Dick as the
new director of the City's Office of Economic and Workforce Development,
and Germaine Brewington as the new director of the City's Department of
Audit Services.  

 

Dick has served as interim director since the departure of Alan DeLisle,
who left the City in January.  Brewington has served as interim director
for the last four months.

 

"These are two very talented employees who have performed at a high
level and clearly demonstrated their commitment to this organization,"
Bonfield said. "Under their leadership, their respective departments
have continued to meet the expectations of the community."

 

Dick has extensive experience in workforce development, which made him
the right choice for the position at this time, Bonfield said.  "Kevin
brings a unique perspective and understanding in workforce development,
an area that is particularly important to our community in our current
economy.  Job development and training, along with helping businesses
get funding they need to put Durham residents back to work, are
especially important at this time," Bonfield said.  Dick also serves as
the executive director of the Durham Workforce Development Board and has
developed key partnerships with local and state agencies to train and
provide jobs for Durham citizens.

 

Bonfield added that Dick also has been a valuable asset in promoting the
City's downtown development and neighborhood revitalization efforts.
Prior to joining the City in 2006, Dick worked as director of operations
for the Workforce One/Broward Workforce Development Board in Lauderhill,
Fla.; and as assistant to the city manager in Dania Beach, Fla.
Additional experience includes serving as the managing partner for The
K2D Group, LLC in Raleigh, N.C.

 

Dick holds a bachelor's degree in International Business Administration
from Georgetown University and a master's degree in Urban and Regional
Planning from Florida Atlantic University.  

 

Brewington joined the city in 2007 as an auditor, and successfully led
the department through its 2010 budget and annual audit plan.
"Germaine's leadership during this period has been outstanding,"
Bonfield said.  "While most people tend to think of auditing as
detecting fraud, waste, and abuse, it is important to understand and
have the ability to implement systems and processes that prevent as well
as detect risk.  With her financial management and accounting
background, Germaine brings that strength to this position, along with
her focus on ethics training, which is important to any public
organization."

 

Brewington's previous experience includes work as an auditor for the
N.C. School of Math and Science, Duke University, and Ernst and Young
Accounting Firm in Winston-Salem.  She also led her own CPA firm in
Wilmington.

 

A graduate of Duke University, Brewington is a certified public
accountant and holds a Master's of Business Administration from the
University of North Carolina at Chapel Hill, and a Certificate of
Educational Achievement in Financial Management from the American
Institute of Certified Public Accountants (AICPA).

 

Both Dick and Brewington begin their new assignments immediately.

About the Department of Audit Services

The Department of Audit Services performs an independent appraisal
function designed to examine and evaluate activities within the City as
a service to management, the Audit Services Oversight Committee, and
elected officials. The department acts as a managerial control that
measures and evaluates the effectiveness of other controls.  It also
reviews external entities to determine whether revenues have been
properly remitted to the City and whether grant or pass-through funds
