[Durham INC] changes in the UDO

I have been trying to get time to look at these proposed changes, but have decided that I should get out a note now since the Planning Commission will be looking at them next week.  The two proposed changes are
* Text Change
TC0900006 proposes revisions relating to historical landmarks
* Text Change
TC0900007 proposes revisions relating to sedimentation and erosion control
