dry cleaning sites (Sue Dayton, Statewide Coordinator, NC Healthy
Communities, a project under the Blue Ridge Environmental Defense League
- 30 Minutes)

b. Approval of September 2009 Meeting Minutes

c. Proposed Bylaws Change Discussion and Vote  (There is a suggestion
that INC delegates approve the proposed bylaw provisions, except the
attendance provision requiring neighborhood attendance at a required
number of INC meetings in order for a neighborhood delegate to vote on
proposed INC resolutions. The attendance provision is found in Section 7
of the proposed changes posted on the INC website and can be found here:
