There are changes throughout the rules for downtown, including a whole new purpose and name for the district and process for architectural review.  

Downtown Design (DD)
The Downtown Design (DD) District is established to encourage intense
development and pedestrian activity through regulations appropriate to the
downtown area. It focuses on the form of the private and public realm instead of on
use and intensity. The standards encourage a vital downtown economy that enhances
Durham's position as a commercial, cultural and entertainment hub of the region
while increasing livability. The DD district is intended to work in tandem with the
Downtown Durham Master Plan and updates. Downtown Design District Core,
Support 1, and Support 2 are the only districts allowed in the Downtown Tier.
Therefore the Downtown Tier boundary and the Downtown Design District
Boundary are the same.

The Downtown Zoning Update process has been ongoing for
several years and now the three cases that make up this update are scheduled
for public hearing at City Council. The update consists of comprehensive text
changes to the Unified Development Ordinance (case #TC07-01), revisions
to the Durham Comprehensive Plan policies and the Future Land Use Map
(case # A0900007), and new zoning designations on the Official Zoning Map (case
# Z0900016). These three cases together move the development regulations in the
Downtown Tier toward a more form-based code, meaning that physical form and the
character of the public streetscapes are emphasized over a more traditional
approach that focuses on separation of uses. 

 

Please be advised of the upcoming
proposed change to the text of the Durham Unified Development Ordinance
(UDO):  Text Change TC07-01 proposes changes relating to downtown zoning

The Durham City Council will hold a public hearing on the Downtown Zoning Update on February 1, 2010 at
7:00 p.m. in the City Council Chambers at 101 City Hall Plaza.  The text
of the proposed UDO change may be viewed at www.durhamnc.gov/council/ord_changes.
 Once the agenda is finalized, the text and staff memo may be viewed under
“Agendas” at www.durhamnc.gov/council/.
 Interested parties may appear at the public hearing.  Substantial
changes to the proposed action may be made following the public hearing.
