 You are sure going to enjoy reading the Herald Sun this Weds. I won't  
spoil the surprise, but will share it here next week.
 
 CCing the InterNeighborhood Council listserv because your concern  about 
illegal yard waste dumping is a neighborhood issue, in addition to being a  
criminal activity.
 
 I've long been a proponent of collecting yard waste the same way we  
collect garbage. If we made folks pay for trash removal, the way we do for  
leaves and lawn clippings, we'd see illegal trash dumping all over the city.  
Illegal yard waste dumping happens all the time, but it's almost invisible  
unless they remain in the plastic bags. We might not notice leaves on the  
ground, unless they attract wildlife as they did in your case.
 
 It's still an expensive problem, albeit a nearly invisible one,  when 
those leaves reach our storm water systems. Drains must be unblocked, and  the 
first signals are usually flooded basements and roadways.
 
 There are two solutions, the obvious being the citizens doing what  they 
are supposed to do. Right now that would be paying the City $60 to join the  
yard waste program, then purchasing biodegradable bags and re-bagging the  
leaves, since the city won't take them in plastic bags. Unsurprisingly many  
citizens choose the free, illegal alternative and dump them wherever is  
convenient, at an unknown cost to the city depts.
 
 What many don't know, is that currently Solid Waste Management  mixes the 
biodegradable bags along with our garbage, and we pay the same  $40 per ton 
to ship all of it to Virginia. Before you get too upset with SWM for  this, 
please know they are working diligently to rejuvenate our mulch program,  
and we will soon be an eco-friendly city once again. We can also look forward 
to  saving the expense of shipping so many tons of yard waste to Virginia at 
$40 per  ton.
 
  I've been waiting for SWM Director, Donald Long to return from  back 
surgery to propose a simple solution to all the piles of plastic bags full  of 
leaves scattered around the city. The idea is an "Amnesty Month" or week, or  
whatever.
 
 Simply allow the citizens to put those plastic bags in their regular  
garbage bin during the amnesty period, until they are all gone. It will only  
make sense if done prior to having our mulch program up and running, so if it 
is  to be offered, it needs to happen soon.
 
 Explaining the amnesty period to the citizens would be an  excellent 
forerunner, as it will attract some positive media exposure, a rarity  for our 
garbage collection dept, and that would provide an opportunity to fully  
explain the mulch program just before it rolls out.
 
 Just my opinion, offered here in the form of a friendly  suggestion,

I sent one email about our neighborhood complaints about  illegal yard 
waste dumping now collecting trash and dead deer. One email and I  got a 
response almost as soon as I clicked send. Constance Stancil and Ricky  Hester 
jumped right on it. Before I knew it Sam Brown, City worker was out on  Cammie 
Street taking pictures and documenting the mess.

Next morning  workers were out in force cleaning up what the homeowner and 
DOT property  owner wouldn't do. Handicap or not I made my way up to thank 
each and everyone  of them. I met the nicest employees. From the supervisor 
to the grass mower.  

All we ask for now is for the City to go after other Guess Road  Property 
Owners mostly DOT to cut the grass and trim the trees just like the  rest of 
us have to or be in violation of the City Ordinance. The Property that  was 
bought up during the expansion of Guess rd. has mostly been abandoned.  Well 
now we're calling them on it.
