[Durham INC] let's help the City with ideas...

There would be a short term cost to transitioning to open source 
software, but there would be a long term benefit in lower software cost, 
and greater interoperability.   Also open source software tends to 
support proprietary software better than proprietary software supports 
open source, so you don't have to go cold turkey. You can find the best 
opportunities first, and over time evolve to open source.
