[Durham INC] West Point on the Eno

I have been thinking there should be a citizen committee to get a lot of views on any transfer of West Pointon the Eno, with representation from nearby neighborhoods, DOST, Friends of West Point, contractors, Festival for the Eno folks, parks and recreation, etc.  There would at least be fewer surprises about complications no-one thought of if we get most of the interested partied together.
