I don't think there is evidence that concludes that billboards (digital or
otherwise) are a hazzard. There is certainly more evidence that cell
phones and dvd players in cars are...

Bill states this wording somehow escaped the filter. I can't see where
this resolution could have even been read by anyone prior to being
presented for considered...
