Durham Receives 22nd Consecutive Award for Distinguished Budget
Presentation

Durham Also Receives Special Recognition for Budget Performance Measures

 

DURHAM, N.C. - The City of Durham has been recognized for the 22nd
consecutive year for its budget reporting by the Government Finance
Officers Association (GFOA), a professional association of over 17,600
members throughout North America that has served the public finance
profession since 1906.  

 

GFOA presented the Distinguished Budget Presentation Award to the City's
Department of Budget and Management Services for its annual budget for
the fiscal year beginning July 1, 2010. The GFOA's Distinguished Budget
Presentation Awards Program is the only national awards program in
governmental budgeting.

 

"To have received this award for 22 years is a tribute to the quality of
our employees and, needless to say, I am proud of everyone who assisted
in the preparation of our FY2010-2011 budget," City Manager Tom Bonfield
said. "This recognition truly demonstrates that we have a top-notch team
dedicated to the integrity and efficiency of the City's budget and this
award recognizes the excellent work they do to keep our residents
informed about how their tax dollars are spent."

 

To receive the Distinguished Budget Presentation Award, the City had to
publish a budget document that met GFOA's program criteria as a policy
document, operations guide, financial plan, and communication device.
According to the GFOA, the City also had to satisfy nationally
recognized guidelines for effective budget presentation that reflects
the commitment of the organization to meeting the highest principles of
governmental budgeting.

 

In addition to receiving the Distinguished Budget Presentation Award,
the GFOA also recognized Durham for its performance measures. According
to Bertha Johnson, director of the City's Budget & Management Services
Department, the City's performance measures are now being refined even
further. "Now that the organization is moving towards performance
budgeting, which links the allocation of resources to operational
accountability, we will be developing refined measures for all of our
programs," Johnson said. "Our organization has been diligently working
over the last two years to define departmental programs and the
resources assigned to those programs to further ensure that we can
measure our success, identify areas for improvement, and ultimately be
even more accountable to our residents with how we spend their tax
dollars. As part of the Strategic Planning process which is currently
underway, additional performance measures are being developed to monitor
our progress towards the citywide goals in the plan."
