"Bonfield had halted work over the summer on both on the extension contract and 
the annexation that 751 South's developers have requested. He said he decided 
work should resume after the two sides in the zoning fight opted this fall to 
take it to court rather than going to Durham's Board of Adjustment."

Note: The two sides did not opt to take the county zoning decision to court 
rather than going to the Board of Adjustment. The opposition had no choice, once 
County Attorney Lowell Siler 'determined' that it was not a matter appropriate 
for the Board of Adjustment. The opposition would have rather gone to the Board 
of Adjustment, as has been the case with previous rezoning disputes. Now that 
the City Manager has determined that work should resume because the appeal/case 
is being taken to court rather than the BOA, we are left to wonder if the County 
Attorney (and the developers) anticipated this response from the city.
