Your co-worker can call the City Manager's Office 560-4222.  If that  
does not work, she could ask the Mayor's Office for help, 560-4333.

I hope you are well.

I know you are very active in our community and in Durham. I am  
wondering if you might have a suggestion for how I may help a friend  
resolve a problem with the Durham Water Department. Do you know of any  
community advocates or a free legal service?

The situation is that ever since she moved into her townhome, Durham  
has been incorrectly assessing her water usage. It is just her and her  
husband in a small town home and they have bills in the area of $1700.  
When my friend refuses to pay the bill, they turn off her water. She  
has called and called and has even visited the offices of the water  
department. They acknowledge that it is not likely that she uses $1700  
of water in a town home but they said until "they can figure out where  
the water is going" they will not change the bill. She called a lawyer  
but the lawyer said he would charge $300 just to send a letter.

XXXX works in my office. She is a young professional and trying to  
resolve this the right way but this just seems ridiculous. She sent an  
email to ABC news because they did a story on how the water department  
has been misreading water meters but she did not hear any response.

Please let me know if you happen to know of a group or a community  
advocate or a community legal service who could help XXXX out.
