[Durham INC] Help with another water billing problem

To go along with Lorisa's message, for some reason Melissa, this has been a very common occurance in Durham (I guess it's simply not publicized).
I had a similar situation around 4 years ago and the problem ended-up not being the meter, but the fact that the 'city computing system' kept associating "overdue charges" from the previous homeowner, to my account. City Staff in the office (to your immediate left, as one enters City Hall) explained that though they do have our individual names, social security #'s, etc, that bills are tied-in by address.
So, if one of us moved and left a delinquent bill, we'd spend a while fighting with the City, to prove it's not our bill. A lease, bank documentation, or some other forms alleviates this problem.
Just another possibility to trouble shoot, since the amount seems so excessive.
