Right. Then perhaps you will agree that we should also restrict the health department to inspecting restaurants where E. coli is already known to exist - the health department being an equally "Intrusive government agency!".
Let me propose the wording for this new state-level legislation:
Except as provided in subsection (b) of this section, the health department may make periodic inspections only when there is reasonable cause to believe that unsafe, unsanitary, or otherwise hazardous or unlawful conditions may exist in a restaurant. For purposes of this section, the term 'reasonable cause' means (i) the restaurant has a substantial history of E. coli contamination or foodborne botulism; (ii) there has been a fatality due to E. coli contamination or foodborne botulism within the restaurant; or (iii) the health department has actual knowledge of E. coli contamination or foodborne botulism[....]
I hope you'll consider the point I am trying to make.

I will definately send them a letter in support of the bills. Hopefully when theu pass we can trim the fat from some of our intrusive government agencies!
