[Durham INC] Urgent: much imrpoved billboard bill passes House, pls send email to Raleigh

Dear Friends,

Last night the House took action on S183, and passed amendments that significantly improved the Senate bill. The changes: a) give local governments clear authority to pass stricter regulations than the state's, including regulations protecting vegetation; b) removes objectionable enforcement language that would have hamstrung NCDOT in regulating the billboard companies; and c) significantly reduces the increase in the vegetated cut zone, and increases the protections for existing trees.

It is unlikely the Senate will concur with these changes. However, Senators should be encouraged to do so. If they don't the bill will go to a conference committee, where some of the useful House amendments will probably be taken out.

At this point it seems certain that some bill is going to pass. Therefore it is important to support the House bill.

Please send a message to the House members who supported the amendments (below) thanking them for amending the billboard bill.  And please send a message to your Senators, especially Republican Senators -- in particular Richard Stevens of Wake County -- asking them to support the House version of the billboard bill...
