Actually, it is your opinion. You think INC needs to establish a  policy.  
A fact would be that there hasn't been a problem for the last  quarter 
century, but perhaps you are right. The cool thing about INC is you  can write up 
a resolution to change the by-laws, or create a policy, and  bring it 
before the body.

In this way the neighborhoods actually run INC, and if they agree, the  
by-laws will be changed, or the policy will be created. INC shouldn't be locked 
 into how it has always done things, if you've got a productive proposal, 
bring  it.

I should add that Duke Parkers are still chiming in about Gay Marriages, so 
 clearly they wanted a voice in that matter. (still unanimously in favor, 
and  more individual voters than I recall on any issue)

As for this, I'll remain on-target and  re-assert the fact, not opinion, 
that INC needs to establish policy that  provides guidelines for issues, by 
which we entertain issues.

The rest  is irrelevant, as far as I am  concerned.
