Most neighborhood association and homeowner association by-laws refer to their parliamentary procedures to the most recent edition of Robert's Rules of Order Newly Revised".
For Planned Communities the State requires it under NCGS 47C & 47F-3-109. For the past decade, that has been Robert's Rules of Order Newly Revised (10th Edition).
This past week the 11th Edition became available and is now the "most recent edition."
While there are some 120 noted changes, only a few will impact HOA or condo meetings. Smaller board meetings (and most neighborhood associations) can still operate under the more informal section 49 (for small boards) of Roberts Rules. But I'd suggest that membership (annual) meetings should be more formal as a matter of best practice and respect for those in attendance.
However, there are some changes. Among them being one change regarding the commonly misused (and oftentimes misunderstood) method of asking a question by a member raising a "Point of Order" by mistake when in fact they are asking for a "Point of Information". The latter has been renamed "Request for Information," in hopes that members will understand they should use it to request information, not to provide information and that a Point of Order is sticking to the agenda item at hand as the conversation wonders to other topics. In these instances, it is encumbent on the Chair to 'rule' on the motion before moving the meeting forward, thus the need to make sure that they properly read and understand the most recent Roberts Rules of Order.
Those who work with associations or chair meetings should consider getting the new edition.
I've acquired my copies via the National Association of Parliamentarians. They also have a number of other educational materials you might be interested in ordering. But Roberts Rules can be found at bookstores or online, just make sure you get the 11th Edition!
