[Durham INC] About neighborhood boards' reluctancy to weigh in on INC resolutions -- from Rosemarie Kitchin, representing FCA in Falconbridge

Interesting discussion at last evening’s INC meeting aboutabstentions and how those can prevent INC from moving forward on or away fromproposed resolutions! 
 
I’ve talked about this with the president of theFalconbridge Community Association, the voluntary homeowners’ group inFalconbridge neighborhood that I represent on INC. (Falconbridge neighborhoodalso has 1) a mandatory HOA for owners of the townhomes in this neighborhood, 2)a voluntary community pool and clubhouse association, and 3) a not-for-profitorganization Falconbridge Village Association, Inc. http://falconbridge-village.org/about-us-1/.)
 
In the future, the Falconbridge Community Association Boardwill give me its thoughts on INC resolutions as the board’s opinion, since itdoes not feel comfortable representing those thoughts as the opinion of the majority of the FCA membership. Because FCAmeets in person only once a year, there is no mechanism to determine majorityopinion about the issues INC presents to FCA. 
 
This way INC may be able to move on resolutions. I hope thatother neighborhood organizations whose boards are having difficulty similar toFCA’s can reach a similar working solution.
