[Durham INC] Literacy, not 751, is the crucial issue facing County Commissioners.

We need to solve the problem during preschool years. Attached are two 
tables from the 2011 Statistical Abstract of the United States showing 
preschoolers' literacy skills. Note the deficiencies already apparent at 
age 3 for low-income, low education families.

I think the "trick" is blaming public schools for the literacy problem, 
and involves an unfunded mandate that requires public schools to move 
funds from other areas to working on this issue, while defunding 
programs like "more at four".
