[Durham INC] State legislature may force 751 project...pls send quick email to protect democracy

The bill as now written is Senate 382, Amend Water Quality/Water Supply Laws. I say "as now written" because its original title was "Required Withholding for Non-Residents."  It appeared in the State House Rules Committee yesterday as a bill about taxes, and emerged from there yesterday as "an act to provide water and sewer service in a designated urban growth area and to delay the implementation deadline for local stormwater management programs under the Jordan Lake New Development Rule."  Durham City Manager represented his Council and residents in speaking against the bill in that form. 751 South attorney Cal Cunningham was the only speaker for the legislation, so it's obvious who paid for it. 

The part of the bill delaying implementation of the Jordan Lake provisions on controlling stormwater pollution was requested by the Mayor of Greensboro.
