It looks like the first one looks like it lets someone have a downtown sports-bar on the roof (miniature golf is mentioned, but my experience in Victoria was a place with a great volleyball court) and loosens requirements on how good a neighbor such has to be to any residential district 
The second 1) Bans blinking signs2) Makes standards for murals and public art placards 3) Tightens standards on roof signs and temporary signs4) Adds this Exception for Downtown Design District [on temp signs]: Signs on vacant buildings that drape the
			
			building facades or cover the windows, and that display only decorative graphics or
public art, shall be allowed with no maximum square footage, number, or duration.
Such signs shall be removed prior to occupancy. Construction information, or sales
or leasing information, must meet the standards of paragraphs 11.4.2, 11.4.13, and
11.4.14 as applicable. 
		
5) Allow freestanding signs in design districts, with some design standards6) Defines some new terms7) Makes some picky corrections, such as changing "8" to "eight"

Text Amendment TC1100014 is a privately initiated request that proposes revisions relating to outdoor activity and recreation, including bars and nightclubs, in the Downtown Design Districts. Text Amendment TC1200003 is a Planning Department initiated amendment to modify sign standards located Downtown, in addition to modifying or drafting new regulations for signs in general.   TC1100014:  The purpose of the proposed changes, as indicated by the applicant, is to reflect the changing dynamic of downtown and the need to provide more flexibility in allowing outdoor activity. The proposed text amendment would allow for expansion of certain outdoor activity with specific limited use standards, including but not limited to: 1.      Size limitations for outdoor areas;2.      Screening requirements;3.      Limitations on amplified music; and4.      Design criteria. TC1200003: This text amendment was initiated by the Planning Department after a private developer raised issues to the JCCPC regarding signage regulations for historic properties in Downtown. One of the significant issues raised was the need for greater flexibility in Downtown sign regulations to account for the additional constraints of developing within an urban context and allow for a more varied pedestrian experience within this area. While this text amendment has been in process, staff has identified additional technical issues with existing sign regulations, and proposes two new sign types that the current regulations either do not address (public art placards) or addresses with no flexibility (murals). No public hearings have been scheduled at this time for either amendment, but notices will be sent and published as required for any future public hearings.
