John,
I agree with your assessment. The situation is rather simple, however: Citizenship must be willing to invest into our Infrastructure.
This means: "tax increase."
Unless you want to use the Republican method of shrinking government via finding, cutting and capping financial waste, we as Citizens must be willing to accept the stewardship of our City Leadership.
The response from staff, while not to your liking, completely fulfilled your request:
1. It identified the date of installation, as well as the material;
2. It was CCTV'd, which means they did "see" the sewer system. And evidently, there was nothing that needed immediate repair at that time, or such recommendation would have been made by staff, to the Manager; at which point the Manager would have brought it to the Council. At this point, we the Citizens would have had a public hearing.
I think this is being overly analyzed.
