Durham Selects Minority Construction Team to Manage Phase I of Southside
Redevelopment

DURHAM, N.C. - H.J. Russell & Company - Metcon, Inc., a Joint Venture,
has been selected to manage construction of the initial rental phase of
the City of Durham's Southside Redevelopment Project.

H.J. Russell & Company, a minority industry leader, is recognized by
Black Enterprise as one of the Top 100 African American Companies. As
one of the largest minority owned construction and real estate firms in
the nation, H.J. Russell & Company has a 60-year history and deep
commitment to delivering exceptional results regardless of size and
scope. Russell, headquartered in Atlanta, Ga. with offices in North
Carolina and Texas, offers a full range of services including general
contracting, construction manager, design/build, program management,
real estate development, and property management services.

Metcon, Inc. is the largest homegrown North Carolina-based minority
contractor. In August 2011, Metcon was awarded the "National Minority
Construction Firm of the Year" by the Minority Business Development
Agency of the U.S. Department of Commerce for their growth and volume as
a minority prime contractor and for their assistance and support of
other Historically Underutilized Businesses (HUB).

"I want to congratulate the project developer McCormack Baron Salazar,
Inc. (MBS) on their selection of H.J. Russell & Company-Metcon, Inc. to
manage the construction of this very important redevelopment project,"
Mayor William V. "Bill" Bell said. "Our commitment as a city council
was not only to the redevelopment of the Southside community, but also
to providing a level playing field and transparent process with
opportunities for minority contractors to participate in this process in
a major way. MBS also understood this, and their selection of H.J.
Russell demonstrates their commitment."

The first phase of the development, Southside East Phase I, will consist
of 119 rental units and 13 "live-work" units located at Lakewood Avenue
and Roxboro Street. MBS, one of the country's top affordable housing
developers, is the developer for the mixed income project. Construction
will commence in late October of this year.

The Southside Redevelopment Project is intended to stabilize the
neighborhood and encourage long-term private investment through the
creation of new, high-quality rental and homeownership units serving a
broad range of incomes. Redevelopment efforts will take place within the
larger district of Hayti, the historic black neighborhood whose business
district was demolished to make way for the construction of N.C. Highway
147 during the late 1960's. To learn more about the Southside
Redevelopment Project, visit
