[Durham INC] DOST trails maintenance resolution

Hi all,
At Tuesday's INC meeting there was a request to see the Open Space and 
Trails Commission's Trail Maintenance resolution. We hope INC would 
consider supporting this effort.

Resolution in Support of Funding for Trail Maintenance

WHEREAS, the City of Durham has over twenty miles of paved greenways in 
Durham and is about to add three more miles, including a multi-million 
dollar bridge over I-40; and,

WHEREAS, there are currently two trail bridges which cross major 
transportation routes, and two that cross high creeks, and these bridges 
must be inspected and routinely maintained; and,

WHEREAS, existing trails need periodic maintenance to ensure public 
safety and usability, including repaving every seven to ten years; and,

WHEREAS,  Durham Parks and Recreation is able to perform routine trail 
maintenance, such as mowing, picking up litter, and replacing signs, but 
it does not have the funds, expertise or staff to perform major 
maintenance; and,

WHEREAS,  Durham Parks and Recreation must negotiate with other City 
departments (Transportation, General Services, Storm Water, Public 
Works) each time major repairs or trail maintenance is needed: NOW THEREFORE

BE IT RESOLVED, that the Durham Open Space and Trails Commission (DOST) 
recommends that regular trail maintenance should be assigned to those 
departments of the city government that have the appropriate expertise, and

BE IT FURTHER RESOLVED,  that these departments schedule regular 
maintenance and inspections of the trails and bridges in the trail 
system, and

BE IT FURTHER RESOLVED,  that these departments have designated line 
items in their respective budgets to perform these inspections and 
repairs, and

BE IT FURTHER RESOLVED,  that one individual in either Parks and 
Recreation or General Services be responsible for seeing that regular 
maintenance and inspections are performed.  The various divisions of the 
Durham City Government need to determine where these responsibilities 
best fit and assign them to one person to oversee these duties.
