Yet another way that the General Assembly is trying to stop good things happening in Durham.

Following national news reports this weekend that the level of carbon dioxide in the atmosphere has passed an historic milestone,  H 677, Local Govt Reg Reform, was approved on the House floor tonight by a vote of 73-41. 



H 677 forbids local governments from adopting a regulation, ordinance or resolution that "requires an employer to assume financial, legal, or other responsibility for an employee's carbon footprint, which may result in the employer being subject to a fine, fee, or other monetary, legal, or negative consequences."


As it turns out, the bill also is intended to stop municipal efforts to stay in attainment with federal ozone air quality rules.

But this vote attracted far more attention for its other provision, which disallows local governments from allowing any sort of union check-off fees.  As Rep. Glazier (D-Cumberland) pointed out, the state lost in the courts on a similar measure in the last session which was struck down as unconstitutional.




According to Rep. Paul Luebke (D-Durham) not only does the bill impact unions that the legislature doesn't like (ie, most unions) but also the police and firemen's association.
