Draft Durham Traffic Separation Study (TSS)








The draft report for the Durham Traffic Separation Study (TSS) has been completed by the North Carolina Department of Transportation (NCDOT) and the City of Durham. The report is now available for public review.




Hard copies of the report are available at: the City of Durham Department of Transportation, City Hall, 101 City Hall Plaza, Durham; the NCDOT Division Office, 2612 N. Duke St., Durham; and at the NCDOT Rail Division Office, 862 Capital Blvd., Raleigh. The
Durham City Council will hold a public hearing on October 21, 2013 at 7 p.m. to receive public comment on the study report recommendations. Written comments may be submitted until November 19, 2013. To make comments by mail or email, contact

The Durham TSS is a comprehensive evaluation of traffic patterns and road usage at public rail/highway crossings in Durham County. The purpose of the study is to assess existing conditions and determine needed improvements to enhance safety. A total of 18 at-grade
crossings and two grade-separated crossings (railroad bridges over the road) along the North Carolina railroad line are included in this study. Two prior series of public workshops have been held for this project, in November and December 2011 and March 2013.
Following the public hearing, a final report will be prepared and presented to the City Council for consideration. ?










City of Durham - Draft Durham Traffic Separation Study (TSS)

The public hearing for this project will be held at the October 21 City Council meeting. Eighteen at grade railroad crossings and two railroad bridges were evaluated for potential improvements to safety, access,
and mobility.
Crossing closures are proposed at four crossings: Dillard Street and Ramseur Street (both would include construction of a new pedestrian grade separation),
Plum Street (including construction of a new pedestrian grade separation and greenway connection, and contingent on making improvements to switching operations at the Driver Street crossing), and Wrenn Road (including a new access road to Glover Road, and
building a bridge at the Glover Road crossing). Grade separations (building a bridge over or under the railroad) are proposed at nine crossings. More information is in the draft report.
