Wow. Thanks Pat! I agree with everything you have said here. What a meaningful , detailed resolution w very specific points. 

I would just take out the 'has seemed to' and say 'whereas the (current system) has worked in the past'...

Thank you for taking the time to really understand the change requested and to spoon-feed it to the rest of us as well as write and introduce this resolution through the INC.
