That's an easy one: because when police are shot and/or killed there is
a disproportionate response to find whomever did so. Put another way, by
the response police lives already matter more.
For example, earlier this year a man shot two Pennsylvania State
Troopers, one fatally, at a barracks in eastern Pennsylvania. The result
was a manhunt that included evacuations being ordered of residences,
road-blocks, etc., and an expense that is expected to reach $11 million.
Further, when they falsely claim to have been shot while on duty and are
later caught they often get sentences that are the proverbial "slap on
the wrist." That happened in the same region of Pennsylvania about a
decade ago - while I lived there. An officer with a local police
department (my recollection fails me; quite likely the City of
Carbondale) reported that he was shot while making a traffic stop. A
manhunt ensued even while the county district attorney was pressuring
the officer about discrepancies in his report which ultimately lead to
the officer confessing that he had faked the incident (he had shot his
uniform shirt and bulletproof vest the day before at his home.)
Ultimately he was sentenced to 3-22 months in prison for his actions,
and only failed to get probation because a judge decided that was
inappropriate.
Earlier this year I had an interaction with police in the form of a
traffic stop. When the officer approached me he did so very rapidly -
exiting his vehicle in a clear hurry about as soon as it was stopped and
rapidly approaching me. From what I could observe, he was reaching
toward the handlebars of my motorcycle, presumably to take the key from
the ignition, and had his gun unholstered. Once he got beside me,
however - to the point when he would have been able to see my face (I
ride with full gear and wear a full-face helmet) and the manufacturer
badge on the fuel tank of the motorcycle, his body language abruptly
relaxed. He did not, of course, elucidate to me why his demeanor
changed, but it's not difficult to guess that me being a middle-age
white woman riding a BMW had something to do with it (and that I was
able to plea to a charge so much lesser that I remain amazed.)
