City of Durham General Services Director Announced

DURHAM, N.C. - City Manager Tom Bonfield has named Steven W. Hicks as the director of the City of Durham General Services Department<http://durhamnc.gov/733/General-Services>.

Hicks has significant capital improvement experience with transportation, buildings, utilities and parks projects, which includes his current position as director of Public Works and Utilities for the City of Petersburg, Va<http://www.petersburg-va.org/>. Hicks has also served in numerous leadership roles including acting assistant county administrator, general services manager, and development manager for James City County, Va.<http://www.jamescitycountyva.gov/>, overseeing public works services, facilities, development, planning, zoning, and budgets as well as resident engineer for the Virginia Department of Transportation<http://www.virginiadot.org/>, directing and administering all aspects of the agency's finance, human resources, public relations, construction, maintenance, and land development.

According to Bonfield, Hicks was selected as the top candidate given his breadth of experience in managing capital projects as well as his long tenure managing facilities and rights-of-way. "We have a tremendous amount of capital projects underway now, from our new Durham Police Headquarters Complex<http://durhamnc.gov/749/Durham-Police-Headquarters-Complex> to the more than 100 projects in the City's listing of planned capital improvements<http://durhamnc.gov/1537/CIP-Listings-View>," Bonfield said. "These are significant building projects that will impact and serve the Durham community for generations to come. We felt that Steven's breadth of experience in managing a wide array of projects, coupled with his experience managing facilities and public grounds, really made him the best fit for the General Services Department."

Hicks holds a master's degree in Civil, Environmental, and Infrastructure (Urban Systems Engineering) from George Mason University<https://www2.gmu.edu/>, a bachelor's degree in Urban Studies from Virginia Commonwealth University<http://www.vcu.edu/>, an associate of science from the Richard Bland College of William & Mary<http://www.rbc.edu/>, and certification from the Senior Executive Institute from the University of Virginia Darden School<http://icma.org/en/university/leadership_development/sei>.

Hicks succeeds Joel Reitzer, Jr., who retired as director of the City's General Services Department earlier this year. Hicks' appointment is effective October 5, 2015.
