President DeDreana Freeman opened the meeting.  Members introduced themselves.   John Martin moved to approve the March minutes, Don Lebkes seconded, and the minutes were approved.  The treasurer is still collecting dues.

Aaron Lubeck gave a presentation on bicycle boulevards, which are a cost-effective way to create routes for “non-competent” bike riders, the 75% of the population that is “interested but scared” to ride bikes for their transportation needs.  Our current plans are mostly about arterials along major roads, which require a certain amount of confidence and skill, given how fast the cars move out there.  Greenways are another way to give options to the less competent riders, but their cost means it will take a long time to connect up the city.  Bicycle boulevards use existing neighborhood streets that have low car traffic already; with signage and physical infrastructure to limit the car traffic to local usage, the balance of power shifts to favor bikes. How INC can help is to apply neighborhood expertise to improve the route plan proposed, get neighborhood support for a pilot project, and get boulevards included in the upcoming bike and pedestrian plan.

Neighborhood Announcements and other remarks

  *   Golden Belt’s request for a local historic preservation district finally came to the Historic Preservation Board.  No-one who lives in the neighborhood spoke against it. Durham Rescue Mission doesn't want to be included (surprise, surprise, considering their industry in tearing down structures) and are stirring a cloud about “onerous regulations.”   The Planning Board and City Council will consider 2 proposed areas, one with the edge of the district at Alston that is significantly smaller than the one the Historic Preservation Board recommended.  Not including the mission in the district would isolate some carefully restored homes east of Alston. Pat Carstensen moved and David Harris seconded the resolution in Appendix A; it will be considered at the May meeting:
  *   Northgate Park ‘s next food truck rodeo season is this Thursday.  Check out the FaceBook site for details.
  *   The Tails and Tiaras party at Parker and Otis, 6-8PM on April 30th, kicks off the 2016 Beaver Queen season.  “Considerations” (aka bribes) to the judges go to the Ellerbe Creek Watershed Association.   https://www.facebook.com/Beaver-Lodge-Local-1504-149064435154612/
  *   In the continued saga of Colony Park’s neighboring proposed development, the developer’s attorney asked for a continuance to see if Council will vote for re-zoning on June 6th in spite of having turned down the change to the land-use plan.
  *   There was a substantial discussion of continuity of affordability: how to ensure that housing units that are part of a developer’s promises remain affordable to the next purchaser.
  *   Durham Roots Farmers Market opened April 16th and both days of operation were very successful.  They had great weather and will be getting more vendors this week.
  *   There will be a forum on sustainability in the schools on May 17th at Southern High School.
  *   On Saturday, April 30th, from 11:00 a.m. until 1:00 p.m., the Southwest Central Durham Quality of Life Project  will be hosting the  ”Staying Put Workshop: What Neighbors Can Do To Stay In Their Homes “ at the Lyon Park  Community, Family Life and Recreation Center.
  *   The NC Science Olympiad will be at Southern High School this Saturday.




Appendix A: Resolution on Golden Belt Local Historic Preservation District

The InterNeighborhood Council of Durham supports the effort of the Golden Belt Neighborhood to establish a local historic district, and urges the City Council to approve the boundaries endorsed by the Historic Preservation Commission.
