City of Durham Transportation Director Announced

DURHAM, N.C. - City Manager Tom Bonfield has named Terry L. Bellamy as the next director of the City of Durham Transportation Department.

Bellamy has significant experience in developing transportation options that include multi-modal, implementation of sustainable infrastructure, and ensuring equitable access which includes his current position as assistant director of Transportation Planning, Engineering & Operations in the Department of Transportation and Capital Improvements for the City of San Antonio, Texas.

In his current position, he provides leadership in the development of the San Antonio's 2040 Multimodal Transportation Plan and the development of Vison Zero, the city's pedestrian safety initiative. Bellamy also currently serves on the San Antonio Mobility Coalition Executive Committee, VIA Metropolitan Transit Advisory Committee, and is vice chair of the Alamo Area Metropolitan Planning Organization's Technical Advisory Committee.


According to Bonfield, Bellamy's breadth of experience in managing day-to-day operations, large transportation infrastructure projects as well as long-term planning for multimodal transportation systems matched Durham's current needs. "We have a tremendous emphasis now on major transportation projects including the GoDurham service, Bull City Connector, Durham-Orange Light Rail Project, growing bicycle and pedestrian needs as well as our escalating downtown parking needs," Bonfield said. "These are significant and complex transportation projects that will impact and serve the Durham community for generations to come. We felt that Terry's breadth of experience in managing a wide array of projects in large municipalities really made him the best fit for the Transportation Department."

Bellamy has also held numerous leadership roles including associate director of the Transportation Operations Administration, deputy director for Operations, and director of the Government of the District of Columbia's Department of Transportation. As the agency's executive officer, he was responsible for overseeing day-to-day operations of one of the District's largest agencies with four major divisions, 800+ employees, and numerous contractors. In addition to day-to-day operations, Bellamy played a key role in developing policy, long-term planning, and interfacing with federal and regional authorities. During his time in the District of Columbia, Bellamy served on the Board of Directors for the Washington Metropolitan Area Transit Authority (WMATA), DC Water Authority, American Association of State Highway and Transportation Officials, and National Association of City Transportation Officials. Bellamy played a key role in negotiating agreements with Amtrak, CSX, WMATA, and Maryland Transit Administration's MARC Train Service to ensure completion of the New York Avenue Bridge rehabilitation project within the District. The largest infrastructure project of record during his tenure was the 11th Street Bridge Project, which was ranked by Road & Bridges as the top bridge project in 2012.

Bellamy has also served as bureau chief for Transportation and Engineering for Arlington County, Va., and as director of Operations and Manager of Transportation Planning for the Greensboro Department of Transportation.

A native of Charlotte, Bellamy is a graduate of North Carolina A&T State University and holds a master's in Community and Regional Planning from Iowa State University. He has completed several professional development studies including Certified Public Administrator program from George Washington University and the Metropolitan Washington Council of Governments, and the Executive Transportation Engineering Program at Pennsylvania State University. He also serves as an adjunct associate professor of Urban and Regional Planning at the University of Texas at San Antonio.

Bellamy succeeds Mark Ahrendsen, who retired as director of the City's Transportation Department in March 2016. His appointment is effective August 15, 2016.
