Financial Aid Made Available to Residents Impacted by Recent Severe Weather

Durham, NC - July 27, 2016 ? Weather extremes have become frequent for Durham residents this summer. On Saturday, July 16, 2016, a severe weather mixture including high winds, flooding and severe storms caused notable property damage across the county. The aftermath of fallen trees, washed away load bearing walls, and more linger. In an announcement made today by North Carolina Governor Pat McCrory, Durham County and neighboring counties severely impacted by the storm have met the threshold of damage to qualify for disaster relief aid.

Durham's first responders immediately realized the severity of the storm as calls for help began to inundate the Durham Emergency Communications Department (911) and Durham County Emergency Management (Emergency Operations Center) after a downpour of rain in a short amount of time. Flooded roads, water rescues from vehicles, and remnants of severe weather were identified in the early hours of the storm, prompting urgent steps to secure a disaster declaration. The approved declaration set the foundation enabling financial aid that will become available to residents beginning tomorrow afternoon.

A Disaster Loan Operation Center will open to operate as a location to facilitate the process to receive aid. The DLOC will be Fayetteville Street Elementary School, 2905 Fayetteville Street, situated closest to a community with a high concentration of damaged property. According to a Rapid Damage Assessment completed on Sunday, July 17, residents of 12 housing units at Eagle Point Apartments, 412 Pilot Street, and 30 housing units at Econ Plaza, 3115 Fayetteville Street, were displaced in the short and long-term when their homes were flooded following the flash flood warning issued the night of the storm.

"Loans up to $200,000 are available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for loans up to $40,000 to repair or replace damaged or destroyed personal property," said Frank Skaggs, director of the United States Department of Small Business Administration's Field Operations Center East in Atlanta.

According to Durham County Emergency Management Director Jim Groves, "anyone impacted by the severe weather on July 16, can apply for available aid." Upon application, residents should have proof of ownership and insurance. Being uninsured and under insured does not disqualify applicants from receiving assistance. Residents should note that assistance is not limited to property damage. According to the US SBA, applicants may be eligible for a loan amount increase up to 20 percent of their physical damages. Durham County Department of Social Services will work with Emergency Management, the State of North Carolina and US SBA to assess individual needs of residents seeking assistance.
