[Durham INC] music beyond allowed noise levels from West Point Park

Our home is a mile from the ampetheatre at West Point Park and we have been hearing thumping music all day that seems as though it surely must be beyond the allowed noise level.  It is very close to the District 2 substation.  Do the police have any way to measure the decibels and require them to comply if they are out of compliance?  I surely hope this ends soon.
