[Durham INC] new car wash by the eno river

There is a sign up on Foxboro Road, just north of the Ampetheatre entrance to West Point Park on the Eno, announcing that a car wash is going to be built on the property.  Years ago this was the sight of a putt-putt / miniature golf business.

What sort of restrictions and regulations are there for how drainage will flow from this facility?  It is directly adjacent to a pond on West Point Park land and also very close to where Crooked Creek flows into the Eno River.

What City departments will be overseeing the planing for and the construction of this business and overseeing that all appropriate environmental protection and water quality requirements are fulfilled?  Can I get specific contact information for the individuals in those departments?
