As 2016 comes to a close, Durham County Tax Administrator Kimberly Simpson wants to remind all county residents about some important field activities that happen every year.

"Some properties have physically changed during 2016, most commonly due to new construction or demolition that has occurred on the property.  Because state law requires us to consider the potential impact of these changes on a property's value, we visit and re-photograph each of the affected properties near the first of the year, which is always the 'snapshot' date for property tax purposes.  We are wrapping up the field work for these properties, and will begin re-imaging them right around January 1," said Ms. Simpson.

Here are the specifics:

  *   Although physical property changes often involve a building permit, North Carolina statutes require property owners to notify the tax office whenever a physical change to the property occurs, whether a permit has been issued or not.

  *   Property owners are also required to ensure the proper listing of any improvements located on the property.  Listing information can be reviewed, and updates submitted, by visiting www.dconc.gov/taxhelp and entering the property's parcel number.

  *   If the physical changes affect the property's tax value, the property owner will be mailed a notice of the value change.

  *   The imaging update is expected to begin around December 29, and will continue through part of January.  The images are being taken by a county contractor driving a tan Ford vehicle with Minnesota plates.  The vehicle has signs on its sides that clearly identify it as a part of the county imaging project.  The photographer has county-issued identification, in addition to a county-issued safety vest.

  *   2017 real property values may be appealed any time prior to the adjournment of the 2017 Board of Equalization and Review, which is expected to occur at 5:00 p.m. on April 14, 2017.  Once determined, the actual adjournment date will be published in the newspaper, and will be further advertised through the county website.


This "physical change" field work is an annual requirement, and is a separate process from the field work usually done in connection with a reappraisal. Ms. Simpson explains, "Field work and imaging are really part of a regular process, even when it's not reappraisal time.  However, with the advancement of our next reappraisal to 2019, we are already beginning a field canvass to review every property in the county.  That field work will take off in January of 2017, as well.  Citizens can expect our staff to have an ongoing presence in the county through part of 2018."

Appraisal staff are trained to knock and speak directly with the owner or occupant of a property, and to explain the reason for their visit, prior to beginning their work at that location.  When no one is available, the appraiser will leave a card or door hanger at the property to notify the property owner of their visit.  Appraisal staff general need only to take exterior measurements of the property, and do not require access to the interior of homes. All field appraisers are clearly identifiable by their county-issued safety vests; by their county identification badges; and by their county vehicles.

"We want all of our residents to have confidence that the work of this office is carried out professionally and transparently.  The first step in building that trust is to let folks know what we are doing, and how we're doing it," Ms. Simpson says.
