I think the mass grading is restricted to being only in the city because the city years ago got permission from the legislature to do this, but the county didn't. (n general, the proposed change gives more protection next to developed properties and clarifies things. We might want to support the change.
I haven't been following the design district stuff.

The following proposed text amendments to the Unified Development Ordinance (UDO) are available for public review and comment, and may be viewed at http://durhamnc.gov/415/Pending-Text-Amendments. No public hearings have been scheduled at this time. The Joint City-County Planning Committee (JCCPC) will be presented with these amendments to provide comments and additional policy direction at its January 4th, 2017, meeting. The JCCPC does not hold public hearings, although its meetings are open to the public.
