You can also talk to friends in other cities who will call their representative.  If you are talking to more conservative folks, what I'm told worked in Durham is pointing out that billboards have very little restriction on content and are relatively cheap to rent (especially if there are 10 to the mile), so there could be all kinds of things you wouldn't want your kids to see (imagine the Burlingon Adam and Eve billboard in flashing living color!)
