BOCC Regular Session Highlights from April 23rd



Durham, NC - The Durham Board of County Commissioners (BOCC) met on April 23, 2018, in Regular Session. Highlights of the meeting include:

  *   Board Chair Wendy Jacobs called the meeting to order at 7 p.m.
  *   Following announcements and passage of minutes from the April 9th Regular Session and April 14th PAC-4 Meeting, the BOCC surprised retiring Clerk to the Board Michelle Parker-Evans with a resolution honoring her 31 years of public service. The BOCC, county manager and county attorney made remarks about her commitment to the people of Durham, leadership and mentorship. Parker-Evans' last day with the Durham County Government  will be Tuesday, May 1st.
  *   The BOCC made several proclamations including Durham Reentry Week, National Correctional Officers and Employees Week, and Children's Mental Health Awareness Month.
     *   BOCC proclaimed April 23rd-27th as Durham Reentry Week. The Assistant Director of the Durham Criminal Justice Resource Center Roshanna Parker and Executive Director of the Religious Coalition for a Non-Violent Durham Bob Haas shared important information about reentry in Durham and upcoming celebrations of the special week.
     *   Described as the "faceless" division of public safety, correctional officers assist in the rehabilitation of offenders and enforce rules and regulations inside the jail 24 hours a day. The BOCC proclaimed May 6-12, 2018, as National Correctional Officers and Employees Week. Sheriff Andrews and officers from the Durham County Detention Center shared the importance of the work correctional officers do "365 days a year," to keep the community safe. The BOCC thanked the detention officers for their work and service, and presented the proclamations.
     *   Increasing awareness of mental health issues and the impact of mental health challenges on a child's social and cognitive wellbeing is the focus of Children's Mental Health Awareness Month celebrated each May. Teka Dempson accepted a proclamation from the BOCC in honor of Children's Mental Health Awareness Month after sharing a touching story about the System of Care.
  *   The BOCC unanimously passed the consent agenda and followed with Commissioner Howerton reading a special resolution requesting that the North Carolina Chamber ask the General Assembly to pass HB 866<https://www.ncga.state.nc.us/Sessions/2017/Bills/House/PDF/H866v0.pdf> allowing a statewide school construction bond to be placed on the Nov. 2018 ballot.
  *   The BOCC conducted a public hearing to receive public comments on the Unified Development Ordinance (TC1700007<https://durhamcounty.legistar.com/LegislationDetail.aspx?ID=3480465&GUID=9DF792F7-9778-4262-AB89-02C74B2FAEE1>). No comments were made during the public hearing encouraging the BOCC to vote in favor of adopting the appropriate Statement of Consistency pursuant to NCGS §153A-341; and adopting an ordinance amending the UDO, incorporating revisions to amend Article 16, Design Districts.
  *   Durham County Government has approximately 43 active boards and commissions. Citizens of Durham County may volunteer to participate by applying for a vacancy. The BOCC appointed the following eligible candidates to the following boards:
     *   Citizens Advisory Committee: Matt Lawing
     *   City-County Appearance Commission: Jessica Braverman
     *   City-County Committee on Confederate Monuments and Memorials: Watson Jennison, William O'Quinn, Jacob Rogers, Dominique Walker, Susanna Lee
     *   Durham County Hospital Corporation Board of Trustees: Patricia Francis, Cutis Lawson, Thomas Murphy, Barbara Hendrix, Eric Moore, MD
     *   Memorial Stadium Authority: Tyrone Wilson
     *   Nursing Home Community Advisory Committee: Lascel Webley, Jr.
  *   The BOCC Regular Session adjourned for Closed Session closed session at 8:28 p.m.
  *   The BOCC returned after Closed Session to announce the new clerk to the board for Durham County. The clerk to the board is Terri Hugie. Her official start date will be Monday, May 7, 2018.
