[Durham INC] i cannot be at INC tonight

I think INC should ask the planning commission  to delay its consideration
of the Expanding Housing Choices initiative.  The Planning Commission
hearing is on Feb 12, just three weeks away, and the planning staff is still
working on aspects of the initiative.  We have no idea what the final
proposal will look like.  Three weeks isn't enough time for a serious review
and response.
