BOCC Regular Session Highlights from April 8th

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, April 8, 2019, in Regular Session. Highlights of the meeting include:

  *   Board Chair Wendy Jacobs called the meeting to order at 7 p.m.
  *   The Board proclaimed April 8-12, 2019, as "The Week of the Young Child." The proclamation<https://www.dconc.gov/Home/ShowDocument?id=27789> celebrates a national effort to focus public attention on the needs of young children and their families, and to recognize early childhood programs and services that meet those needs. This observance recognizes that the ages of birth to 5 are the most critical time in children's development, which builds the foundation for success in school and life.
  *   County Commissioners proclaimed April 18, 2019, as Linemen Appreciation Day. The goal is to honor Duke Energy lineman and women who work in extreme and dangerous conditions to keep electricity flowing. The resolution<https://www.dconc.gov/Home/ShowDocument?id=27787> also recognized the heroic lineman who supported restoration in Puerto Rico last year following significant hurricane damage to the island.
  *   The Board proclaimed<https://www.dconc.gov/Home/ShowDocument?id=27785> April as "Child Abuse Prevention Month." This month of acknowledgement increases the awareness, education and opportunities that members of our community can engage in to promote healthy child development and prevent abuse and neglect.
  *   County Commissioners proclaimed April 22-26, 2019, as "Durham Reentry Week<https://www.dconc.gov/Home/ShowDocument?id=27781>." In recent years, the criminal justice community nationwide has come together each April to shine a light on the work of the community and faith-based groups to support individuals returning home from prison. The Criminal Justice Resource Center (CJRC) in conjunction with the Local Reentry Council will facilitate events during this week in recognition of "Reentry Week".
  *   The Board of Commissioners approved a resolution of support<https://www.dconc.gov/Home/ShowDocument?id=27783> for the "2020 Census." The Census will shape how federal tax dollars are distributed over the next 10 years and will help decide if additional Congressional seats are allocated. This Census will feature new technologies, new methods and new processes to make the Census safe, easy and secure.
  *   The Board approved a resolution in "Support of Funding to Meet the Mental Health, Intellectual/Developmental Disabilities, and Substance Use Disorder Service Needs of the Citizens of Durham County." The resolution<https://www.dconc.gov/Home/ShowDocument?id=27779> will be forwarded to the General Assembly with the goal of stopping cuts to this program in the state's budget.
  *   Durham County Commissioners approved a resolution from the National Collaborative for Infants and Toddlers (NCIT) to "Promote Investments in Young Children and Families from Prenatal to Three." This resolution<https://www.dconc.gov/Home/ShowDocument?id=27777> is an opportunity to demonstrate the County's leadership and commitment to strengthening services, programs, policies and systems vital to the success of all infants and toddlers.
  *   Commissioners approved a Capital Project Amendment appropriating $1,000,000 of Durham Public Schools allocated Lottery Funds to repair the roof at Eno Valley Elementary School.
  *   The Board approved a Contract Amendment with Baker Roofing Company in the amount of $56,157.00 to address an unforeseen condition discovered during the process of the roof replacement at the CJRC Building
  *   The Board of Commissioners Board approved a Capital Project Amendment closing two Capital Projects and moving 2016 General Obligation (GO) Bond funds between other Capital Projects for Durham Public Schools.
  *   County Commissioners approved a budget ordinance amendment to recognize funds in the amount of $39,304.00 from the Department of Health and Human Services Division of Public Health for Maternal Health Services in Durham County.
  *   Commissioners approved a budget ordinance amendment to recognize funds in the amount of $4,800 from Duke University Division of Community Health to Durham County Public Health Department to compensate for food and supplies for the 2020 Community Health Assessment survey.
  *   The Board received a presentation from the Durham County Women's Commission on Pay Equity for Women. No formal action resulted from the report.
  *   The Board heard an update from the UNC School of Government's Development Finance Initiative on the 300 and 500 Block East Main St. Development project.
  *   County Commissioners received an update from Durham County Engineering and Environmental Services Project Management Division regarding the proposed Durham County Public Art Policy and the proposed Durham County Public Art Program documents.
  *   The Board voted to discontinue the Durham-Orange Light Rail Transit Project and authorized staff to begin developing a process to amend the Durham County Transit Plan.

Tax Relief Program: Information Session Hosted by Durham County Tax Administration Office - April 9th beginning at 12 p.m. at the Durham Center for Senior Life Theatre located at 406 Rigsbee Ave. At this event citizens will learn about Homestead Property Tax Exemption for seniors and disabled residents along with other tax relief programs offered to North Carolinians. This event is free and open to the public.

Technology Mobile Open House - Come celebrate the National Bookmobile Day in style on Wednesday, April 10th from 10:30-11:30a.m. at the South Regional Library located at 4505 S. Alston Ave., as we unveil the newest member of the library team - the Durham County Library Technology Mobile. Please come out to enjoy a tour, pick up library swag and take home a maker project!

City Council, the Mayor and other decision-makers would like to know what you think and need your ideas for a better Durham. Microsoft ManCode Camp - ManCode is a one-day Tech Conference aimed to provide technological, educational and life skills training opportunities for young minority boys in under-represented areas. Alliance Health Community Forum - Please join us on Tuesday, May 14th from 6-8 p.m. for to learn more about Medicaid Transformation and how it will impact healthcare delivery. This event will take place at the Community Family Life and Recreation Center at Lyon Park located at 1309 Halley St.

My Brother's Keeper Durham and NCCU Male Achievement Center Boys and Young Men of Conference - MBK Durham and the NCCU M.A.C. will hold their inaugural conference on April 13th from 8 a.m.-2 p.m. at Miller Morgan Auditorium located at 1801 Fayetteville St. The theme is Be the Change: The Re-Dedication to Black Male Achievement. My Brother's Keeper Durham Mini Grant program is accepting applications from local groups providing services to support young men of color. The goal is to support mentorship, creative discussion and activities that help students achieve.  Deadline to apply is this Friday, April 12th.
