BOCC Regular Session Highlights from June 24th

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, June 24, 2019, in Regular Session. Highlights of the meeting include:

  *   The Board held a Closed Session at 4:30 p.m.
  *   Board Chair Wendy Jacobs called the Regular Session to order at 7 p.m.
  *   The Board recognized Durham County Strategic Initiatives as the 2019 winner of the J. Robert Havlick Award for Innovation in Local Government, presented by the Alliance for Innovation. The City and County were joint recipients of the recognition for their Innovate Durham Program. Innovate Durham was formed as a partnership program that allows startups and staff to collaboratively test new technology. Eric Marsh, Durham County Strategic Initiative Analyst accepted the award.
  *   The Board recognized and thanked the Tax Administration staff for its outstanding efforts in conducting the 2019 reappraisal process, assisting taxpayers with the appraisal appeals, payment arrangements and other issues. Interim Tax Administrator Teresa Hairston and her team accepted the Board's congratulations.
  *   County Commissioners approved the FY2019-20 Budget Ordinance that goes into effect on July 1, 2019. The approved amount of the FY 2019-2020 Budget is $658,220,994. The budget includes a tax rate increase of 2.3 cents, up from a "Revenue Neutral" tax rate of 68.92 cents to 71.22 cents (per $100 valuation). In passing the budget, Chair Wendy Jacobs noted, "This budget is a reflection of the priorities we have heard from our community and our staff and is aligned with Durham County's strategic plan goals and our Board identified priorities."
  *   County Commissioners approved an Interlocal Agreement between the County of Durham and the City of Durham for the International City/County Management Association (ICMA) Local Government Management Fellowship Position and authorized the County Manager to execute the contract.  The position will be paid 50/50 by the County and the City.
  *   The Board of County Commissioners authorized the County Manger to execute a service agreement contract with Gartner, Inc. in the amount of $112,500 for services related to cybersecurity and cloud services. The agreement keeps Durham County current with IT issues including cybersecurity, cloud services and best practices across the private and government sectors.
  *   The Board authorized the County Manager to execute a contract with Urban Ministries following final approval and the approval of the FY19-20 budget. Urban Ministries of Durham (UMD) has long been Durham's primary, publicly-supported homeless shelter.
  *   The Board of Commissioners voted to approve the FY 2020-2029 10-Year Capital Improvement Plan (CIP)
  *   The Board approved the revised Interlocal Agreement between Durham County and Alliance Health and authorized the Manager to execute the agreement. Alliance is the Local Management Entity/Managed Care Organization, or LME/MCO, for public behavioral healthcare for the citizens of Durham, Wake, Cumberland and Johnston counties.
  *   County Commissioners approved the Utility Extension Agreement (UEA) and authorized the County Manager to execute the UEA. The UEA is a three-party agreement between the City of Durham (City), Corning Incorporated (Developer) and Durham County (County).
  *   Commissioners made the following appointments to Boards and Commissions:
     *   Bicycle and Pedestrian Advisory Commission - George Tait
     *   Board of Adjustment - Jacob Rogers
     *   Citizens Advisory Committee - Matt Lawing
     *   Dangerous Dog Appeal Board - Barbara Kirch
     *   Durham Technical Community College Board of Trustees - Tara Fikes
     *   Environmental Affairs Board - Jessie Birckhead, Jennifer Hill
     *   Homeless Services Advisory Committee - Angeloe Burch
     *   Jury Commission - Tonette Amos
     *   Juvenile Crime Prevention Council - Allan Lang, Nisha Williams
     *   Nursing Home Community Advisory Committee - Shirley Gentry
     *   Sports Commission - Tommy Hunt
     *   Workforce Development Board - Geoff Durham

  *   Champs Grant Presents Summer Meals - Durham Public Schools and the City of Durham invite ALL children ages 1-18 to FREE meals daily (Monday-Friday) during summer vacation now through August 9th.   *   2019 Russell E. Blunt East Coast Invitational - The Durham Striders are excited to host and celebrate 19 years of this highly competitive track meet. They and are looking for athletes ages 8 and Under through 17-18 to enter and participate Friday, July 19th - Sunday, July 20th at the Durham County Memorial Stadium.
