BOCC Regular Session Highlights from September 23rd

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, September 23, 2019, in Regular Session. Highlights of the meeting include:

  *   The Board held a Special Session at 6 p.m. to review and discuss the County's Classification and Compensation Study.
  *   The Regular Session was called to order by Chair Wendy Jacobs at 7 p.m.
  *   The Board of County Commissioners approved a retirement resolution honoring General Manager and Public Health Director Gayle B. Harris, who will retire effective September 30th. She has spent 47 years with Durham County working to ensure that the residents of Durham County receive compassionate health care despite their life circumstances.   *   County Commissioners proclaimed October 9, 2019 as Durham Housing Authority Day in Durham County. October 9th marks the 70 years since the establishment of the Durham Housing Authority. Read the proclamation here<https://www.dconc.gov/Home/ShowDocument?id=29173>.
  *   Durham County Commissioners approved a resolution for Girl Scout Troop 1440 - Silver Star Project. This is the highest award a Girl Scout Cadette can achieve.   *   The Board approved a proclamation<https://www.dconc.gov/Home/ShowDocument?id=29171> naming September 23rd as Durham Domestic Workers Day of Recognition to formally recognize the hard-working people who provide care for children, the elderly and people with disabilities along with the many contributions of that workforce.
  *   Commissioners recognized October 7-11, 2019 as Minority Enterprise Development Week (MED Week) in the County of Durham with the issuance of a proclamation<https://www.dconc.gov/Home/ShowDocument?id=29175>. As a sponsor of MED Week, the County will continue to promote the MWBE Program and efforts to enhance participation in governmental contract awards to minority and women businesses.
  *   The Board approved a 2019 Cooperative Agreement between the County and the United States by and through the Commodity Credit Corporation (CCC), for $99,000 to provide federal grant support towards the protection of the Len Needham farm in northeastern Durham with a permanent conservation easement.
  *   The Board authorized the County Manager to amend the interlocal agreement with the City of Durham in the amount of $98,850, for a total interlocal agreement amount of $175,000 for the City to provide recycling processing and haul services to Durham County for target recycling materials.
  *   Commissioners approved the Inter-Governmental Agreement for the merger between Durham County ACCESS and the City of Durham's GoDurham ACCESS ADA Paratransit service and authorize the President of the County Board to sign and execute the Inter-Governmental Agreement between the parties.
  *   The Board approved the addition of the late architect Phil Freelon's name to the text on the Votive Wall of the Durham County Human Services facility located at 414 E. Main St. During construction, a committee was established to create text suitable to symbolize the intended operations of the facility as a location for Durham's most vulnerable population seeking assistance of our Social Services, Public Health and Veteran Services departments. Members of the Votive Wall committee recognized Freelon as the brain trust behind the quote and Durham County Government has elected to memorialize this and the many other achievements of Mr. Freelon throughout the Durham community with the addition of his name underneath the quote.
  *   Durham County Commissioners conducted a public hearing to receive comments on the Unified Development Ordinance Text Amendment, Expanding Housing Choices. Commissioners heard from staff and 31 residents shared their thoughts. The Board did not approve the item and voted 4-1 to refer it back to administration.
  *   Commissioners made the following appointments to Board and Commissions:
     *   Adult Home Care Community Advisory Committee - Gwendolyn Price
     *   Audit Oversite Committee - Arnold Gordon
     *   Community Child Protection Team/Child Fatality Prevention Team - Johnny Frederick, Jim Groves, Keith Helmer, Christy Malott, Charles Wood
     *   Juvenile Crime Prevention Council - Lesly Gonzalez
     *   Library Board of Trustees - Michael Case, Miguel Jackson
     *   Triangle J Water Resources Committee - Michael Brewer

  *   Child Support Amnesty - If you have an active order for arrest for child support in Durham County. Meet a representative on Wednesday, September 25th between 9 a.m.-4 p.m. at 510 S.   *   Durham Planning Academy Seeks Fall 2019 Applicants - EngageDurham is offering a FREE one-day course to help residents understand planning concepts and procedures.   *   Women-Owned Small Businesses Invited to Entrepreneurial Training - The City of Durham Office of Economic Development and members of its Small Business Advisory Committee, have launched Durham Business 360.This program is designed to connect small business owners and entrepreneurs with the tools and resources they need to grow and thrive.   *   Celebrating Minority Enterprise Development Week - The week of October 7-11 will be 2019 Durham's MED Week, which will celebrate the achievements of minority entrepreneurs and affirms government, business and community organizations' commitment to the principle of equal opportunity. The 2019 theme is Minority & Women Business: Success for All.   *   Medicaid Transformation Information - Durham County Department of Social Services has three Enrollment Specialist onsite that can assist with enrolling Medicaid Beneficiaries into a health plan. Specialists are available at the Human Services Building, located at 414 E. Main St., every Monday-Friday from 9 a.m. - 3 p.m. until December 13, 2019.
