We got a piece of mail this week with an application to fill out if we want to vote by mail.
Please do not fill out and send in the form just to "see what happens." The Boards of Elections have ordered lots of supplies for voting by mail (Durham ordered enough envelops that 1/3 of the county can vote by mail), but this is not enough if a lot of people who are intending to vote in person feel like they still want to test the system. Furthermore, the BOE puts a substantial amount of work into each vote-by-mail ballot since they have to enter data into systems, verify that the application is legitimate, and so on. Finally, just in terms of perception of the validity of the election results, we don't want a lot of unused ballots floating around out there.
If I were going to vote by mail, I would wait until next month when the on-line form is available. First, they will not send out ballots until about Labor Day (they are still doing final proof-reading and need to get the ballots printed). Second, using the on-line application will save some work at the BOE. Finally the form will do some automatic checking so the application will go through without any problem.
I would get my application to vote by mail in during the month of September if I were voting by mail and get it sent back (or delivered to early voting or the BOE) by the first full week of early voting (so by October 25th or so). Otherwise, I would be worrying about running out of supplies with a run of vote-by-mail requests, stressing the BOE staff out with a lot of vote-by-mail while they are in the midst of vote-in-person, having lots of time to make corrections (if you forget to sign something, for example), making sure the ballot isn't held up in the mail, and creating distrust in the results by having a slew of ballots outstanding on Election Day.
Just a note: if you have changed your name, you can update that with the vote-by-mail application form, but if you want to change party, address, and anything else, you'll need to send in a separate registration form.
