transit, sidewalks, and a protected bicycle network. Change starts at the

planning agency (DCHC MPO) seem primed to support a 2050 plan that removes
most highway widening projects and calls for massive, though inadequate,
investments in transit, sidewalks, and bicycle infrastructure. They need to
