BOCC Regular Session Highlights from April 25th

Durham, N.C. - The Durham Board of County Commissioners (BOCC) met on Monday, March 25, 2022, in Regular Session. Meetings are again being held in person, in the BOCC Chambers, located at 200 E. Main Street on the second floor.


  *   Chair Brenda Howerton called the meeting to order at 7:02 p.m.
  *   The audience was led in the Pledge of Allegiance by Vice Chair Wendy Jacobs.

  1.  DCo Public Health COVID-19 Vaccination Clinic Hours - The COVID-19 vaccination clinic at the Durham County Department of Public Health, 414 E. Main St., has the following hours to get your free vaccination: Monday, Wednesday, Thursday & Friday: 9 a.m. to 4 p.m.; Tuesday: 9 a.m. to 5:30 p.m. Appointments and walk-ins welcome. All doses available. Please note, clinics are closed between 11:30 a.m.-1 p.m. daily.   2.   3.  DCHC MPO seeks public comment on Triangle Bikeway Study - If you are interested in traveling to more destinations in the Triangle region by bike, now is the time to give your input on the Triangle Bikeway Study as the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization is seeking comment on the current draft. The public comment period is open now until May 14, 2022. Comments can be emailed to dale.mckeel at durhamnc.gov<mailto:dale.mckeel at durhamnc.gov>, or mailed to DCHC MPO, Attn: Dale McKeel c/o Durham Transportation Department, 101 City Hall Plaza, Durham, NC 27701. Wings of a Migrant Butterfly Display - The Durham County Library is pleased to   announce the display of artist Cornelio Campos' mural "Wings of a Migrant Butterfly" in the North Carolina Collection. Students in the Two-Way Bridges: Connecting Duke, Durham and the Americas' also assisted with painting the mural. The North Carolina Collection is located on the 3rd Floor of the Main Library, 300 N.   *   The Minutes of the April 4, 2022, Work Session and the April 11, 2022 Regular Session were approved.

Ceremonial Item


  *   The Board approved a resolution honoring Lowell L. Siler, Durham County Attorney who has announced his retirement effective April 30, 2022. Attorney Siler began his outstanding and accomplished career with Durham County in 1987 when he was hired as an Assistant County Attorney. In 1990, he was promoted to Deputy County Attorney. The Durham Board of Commissioners appointed him as Durham County Attorney in 1990, making him the County's first African American named to that position. His career with Durham County has spanned more than 35 years. Commissioners and staff took turns sharing personal reflections about Attorney Siler and wishing him well on his retirement. A summary of the Consent Agenda follows:


  *   The Board of Commissioners authorized the County Manager to execute the proposed contract with Envirotrol LLC in the amount of $79,100, using existing CIP funds, to install a domestic hot water boiler at the County Detention Center.


  *   Commissioners approved a Budget Ordinance Amendment for Cooperative Extension to recognize $11,733 in additional Smart Start Welcome Baby Funding to Support the Program through the Remainder of the Fiscal Year.
  *   The Board approved a Capital Project Amendment appropriating $507,035.51 of PAYGO funding to the Durham Technical Community College Newton Building Renovation capital project.


  *   County Commissioners accepted the property tax release and refund report for March 2022 and authorized the Tax Assessor to adjust the tax records accordingly.

Board and Commission Appointments


  *   The Board made appointments to the following boards:
     *   Bicycle and Pedestrian Advisory Commission - Scott Carter
     *   Board of Adjustment - Robert Pickett
     *   Boxing and Wrestling Commission - Brendan Madigan
     *   City-County Appearance Commission - Kai Kelley Jr. and Katina Rogers
     *   Durham County Women's Commission - Brittani Clark

The Board voted unanimously, 5-0, to go into closed session pursuant to G.S. 143-318.11(a)(5). They returned and gave direction to staff.

Finally, the Board adjourned the meeting at 8:34 p.m.
