month, we looked at community development for liberation. This month’s
Remix column

builds on that theme, while taking a closer look at nuts and bolts.

Earlier this month, Grounded Solutions Network, the national organization
of community land trusts, came together in Washington, DC for its first
in-person conference in three years. The theme was “policy, practice, and
power” and discussion centered on how to bring those three factors more
effectively into alignment.

Many speakers discussed the demise of President Joe Biden’s “Build Back
Better” bill. Had the US Senate passed the version approved by the US House
of Representatives last November, housing would have received a multi-year
federal infusion of funds of over $150 billion, including an unprecedented
explicit commitment of $500 million to support permanently affordable
housing through community land trusts.

Of course, that did not occur. Nonetheless, one achievement is that
Grounded Solutions and allied groups—specifically, Habitat for Humanity,
Center for Community Progress, Smart Growth America, and the Fair Housing
Alliance, but also involving others—developed for the first time a common
policy agenda. Advocates are still pursuing that by other means, including
a stand-alone bill to support community land trusts. At the same time, they
are looking to build power for the long haul.

Here a few themes emerged. One was the importance of building community
ownership at the local level. Marietta Rodriguez of NeighborWorks America
highlighted the development of hundreds of co-ops across the country in
which residents now own the land underneath mobile home communities.
Community ownership, she notes, means that residents “have, not the
permission, but the right to exercise their voice.”

A second theme was the need to build community capacity to intervene in
policy at the local level. Calvin Gladney of Smart Growth America told a
story about helping Rhode Island activists change zoning rules to support
the community economic development they need, so that instead of having to
“fight the refs,” the rules could be on their side.

A third theme lifted up was the critical importance building relationships,
a core tenet of community organizing and a notion that harkens back to
Harold McDougall’s idea that the path to liberation lies in building
community-based “civic infrastructure.”
