Vice Chair Jacobs Selected to NACo’s Familiar Faces Initiative Leadership Network



Durham, N.C. – Durham Board of County Commissioners Vice Chair Wendy Jacobs was selected as a member of the National Association of Counties’ Familiar Faces Initiative Leadership Network on June 27, 2022. Jacobs was one of 13 elected leaders selected from a nationwide applicant pool.



NACo’s Familiar Faces Initiative: Improving Outcomes through Coordinated Health and Justice Systems<https://familiarfaces.naco.org/> is a relaunch of its Data-Driven Justice program. The FFI will support and empower communities to share data between health and justice systems and coordinate care options for individuals with complex health and behavioral health conditions who frequently cycle through jails, homeless shelters, emergency departments, and other crisis services.



The Leadership Network is a group of county and city elected officials with the goal of working collaboratively to align systems and improve outcomes for the highest-needs residents. This data-sharing program allows communities to identify people who need help, connect them with the right services, and address underlying issues to break the cycle of incarceration and crisis.



“I am very interested in the intersection of criminal justice and behavioral health services which is why I am excited to be selected as a member of the inaugural NACo Familiar Faces Initiative Leadership Network representing Durham County,” Jacobs said. “Community Paramedicine’s Mobile Integrated Health (MIH) program is doing a great job connecting our most vulnerable residents to support, care and services.”



“Participating in the FFI Leadership Network, I look forward to helping us move to the next level with effective data sharing agreements, addressing social determinants of health, and better use of peer support specialists and case managers. I hope to share what we are doing in Durham and bring best practices and data driven approaches back from across the country that will help us better meet the physical and behavioral health needs of people in our community and reduce the number of our residents experiencing homelessness, involved in our criminal justice system or at risk of substance use overdoses – thus providing a stronger continuum of care for all our residents.”



Joining Jacobs in the inaugural Leadership Network are Supervisor Candace Anderson, Contra Costa County, California; Commissioner Adriann Barboa, Bernalillo County, New Mexico; Chair Carlo Esqueda, Dane County, Wisconsin; Sheriff Peter Koutoujian, Middlesex County, Massachusetts; Commissioner Sharon Meieran, Multnomah County, Oregon; Mayor Mary Lou Pauly, Issaquah, Washington; Commissioner Vickie Raines, Grays Harbor County, Washington; Commissioner Shannon Reid, Douglas County, Kansas; Board Member Susan Schafer, McLean County, Illinois; Commissioner Janet Thompson, Boone County, Montana; Mayor Jenny Wilson, Salt Lake City, Utah; and County Executive David Zook; Cache County, Utah.



The Leadership Network provides an opportunity for counties and cities to develop strategies for convening stakeholders from across their behavioral health and justice sectors to institute high-impact policy changes that address the needs of their most vulnerable — and most costly — residents. The Leadership Network will provide opportunities to:



  *   Engage with peers in developing strategies to align data from justice, health and human services systems, including peer site visits to communities with model data-sharing practices
  *   Participate in technical assistance opportunities from Advisory Board<https://familiarfaces.naco.org/announcements/familiar-faces-initiative-advisory-board/> members with subject matter expertise
  *   Improve understanding of the systems at play in the behavioral health and justice continuum and the level of interaction required to achieve a supportive care model for familiar faces
  *   Explore community-based diversion and deflection alternatives for familiar faces, and
  *   Highlight local Familiar Faces-related efforts to a national audience.



“Timely access to data is a key element in serving justice-involved persons and/or those with behavioral health needs,” said Gudrun Parmer, Interim General Manager of Community and Public Safety. “Easier access to data and more accurate information will help Durham County identify areas where more support is needed or where efforts are not efficient or effective. Commissioner Jacobs’s participation in the FFI Leadership Network will guide efforts to bring various system partners to the table and advocate for solutions that improve outcomes.”
